When german troops take the place of the italian army,
The seat of government is moved to Salo, near Venice.

History

We have seen in the previous interpretation that Mussolini was freed from his prison on Gran Sasso. From there he had been taken to Germany where he remained at Hitler's disposal. These two lines refer to the transfer of the fascist government in Salo, near Venice, because the german army had then retreated to the north of Italy, and Hitler would certainly have a better control from that location:

After the armistice, the Germans took control of all important towns of Italy, with Rome as their first target:

The Germans reacted swifly to the italian capitulation by launching the operation ACHSE [AXE]. A few hours after the radio broadcast of marechal Badoglio, general Von Vietinghoff, commanding the 10th german army, launched paratroopers and a Panzer division to occupy Rome. Its five divisions capitulated after only a few hours of fighting at the gates of Rome.
