reign.The exact definition is the power of a monarch, or the period during which a monarch reigns. In our 20th century context, most of the monarchies have been replaced by republics and a president acts, in fact, as a monarch.
competitor,defined assomeone who takes part in a competition, a rival. Here, the word competitor is significative because, under normal circumstances, the function of Prime Minister of Canada and that of Premier of Quebec are complementary and exchanges are usually for reasons of administrative or economic nature. However, there now exists a political conflict where the Premier of Quebec and his political party want to separate the province and create a sovereign country. Therefore, the two leaders have now become adversaries. illegitimate, bastard. Here, the word is not pejorative. Nostradamus' vision must be placed in its 16th century religious and bigited, when the word applied to any adopted child. Thus, Nostradamus has seen an adopted child and he used probably the only word that corresponded to the idea he tried to express.
Nowadays, an adoption is not only worthy, but much sought after, and my admiration goes to those who, like Jean Chrétien, give a home to these children.

Here, we have two possibles interpretations:
One has to do with Lucien Bouchard's health

When Lucien Bouchard comes to power,

His task of leader will take such a great toll of his strength
That it will be a long time before he completely recovers

He and his option will divide the province to such an extent
That it will be a long time before before the wounds heal.

History:

Head of the Bloc Québecois in Ottawa, Lucien Bouchard is brought down by a deadly virus and one of his legs is amputated in order to stop the spreading of the disease:
In 1994, Bouchard had contracted necrotizing myositis (flesh-eating disease), which resulted in the amputation of his leg.

A few months later, an artificial leg is installed and he can walk again, but with a limp [le boiteux],. Elected Premier of Quebec [le règne] at the end of 1995, he becomes the leader of the Parti Québecois and the standard bearer of the separatist movement, thus becoming , in a way, Jean Chretien's adversary on the political scene. It is public knowledge that Jean Chrétien has an adopted son [proche batard] and knewspapers of that period have mentioned his name quite often.
- His sovereignty option and the exercice of power [lui et le règne] will drain so much of his energy that it will be a long time before he (or the province?) heals completely.

Putting forward his not being able to rally the majority to the cause, and feeling he has done his best for Quebec, Lucien Bouchard resigns as Premier of Quebec January 2001.
