the Senate of France. The Dictionnaire Encyclopédique de la Langue Française tells us Pompe: Déploiement de faste, d'apparat, Pompe d'un couronnement. (Pomp : display of splendor.; display of splendort of a coronation.)Here décerner la pompe means to elect for a highest post or to crown. to one who will then be defeated and exiled. Par deux fois élu au plus haut poste (Twice elected to the highest post) Par deux fois démis de ses fonctions. (Twice dismissed from his duties)

From simple soldier that he was, Napoleon rises to create the empire of France,
He will be crowned emperor by the Senate.
He will be defeated and then exiled.
Twice he will be emperor, twice he will be exiled.
Histoire
A Corsican born at Ajaccio he was educated at military schools (De simple soldat - From simple soldier) in France and entered the French army...(He) ...distinguished himself at the siege of Toulon...and successfully dispersed the Vendémiaire uprising... commanded an expedition to Egypt...defeated the Mamelukes at the battle of the Pyramids...He returnede to France where he overthrew the Directory in the coup d'état of Brumaire (1799).
A member of the ensuing Consulate, he rapidly established a dictatorship with himself as First Consul. (1799-1804)...A plebiscite (1802) made Napoleon Consul for life (parviendra en empire - will create an empire)
and in 1804, he was proclaimed (by the Senate) emperor) of the French...(le grand Sénat décernera la pompe - the senate will crown him)
The weakness of Napoleon's empire was first shown in the Peninsular War (1808-1814) and in his disastrous invasion of Russia (1812) After the retreat from Moscow his depleted army was defeated (1813) at the battle of the Nations. Napoleon abdicated (1814) and was exiled (à l'un qu'après sera vaincu, chassé - to one who will then be defeated, exiled.) to Elba, but returned (1815), marched on Paris and tried to restore his empire (par deux fois haut - Twice in power)during the Hundred Days. After his final defeat at Waterloo (1815), he was sent by the British to St. Helena ( par deux fois mis à bas - twice exiled) where he was kept prisoner until his death.
